This is a new special tool for all Triumph twin cylinder motorcycles from 1968 to 1983, it is screwed into the end of the exhaust cam when refitting the timing cover and as it is conical it expands the oil seal over the end of the cam preventing the seal lip becoming damaged leading to oil leaking into the points housing. This essential to prevent as you would normally only find the leak after you have re-fitted the points and re-timed the engine. It is worth the price to save you having to do this operation again!

This is for all models from 1968. The mounting stud has the UNF thread form, before 1968 a similar tool was used but with a BSF thread form. You will see it being used in your genuine Triumph instruction manual.
